Houghton’s history of the New York/New York Agreement is the first comprehensive look at the single largest government initiative to house homeless mentally ill people. It chronicles both the beginnings of widespread homelessness and the pioneering efforts initiated to combat it. It first provides detailed descriptions of the various types of housing created by the Agreement and
then offers an in-depth history of mental health housing in New York. Finally, it summarizes the events leading up to the historic 1990 Agreement and gives a brief update on the current status of public funding for mental health housing in New York City. (Javits, Carla)
