Description: A report (including video and audio) examining a "new approach to ending homelessness," describes how San Francisco Mayor Gavin Newsom has instituted a plan to end homelessness in 10 years. The plan reduces welfare payments to the homeless by 86% and uses the savings to provide homeless persons with housing and increased services such as health care.
