LA's HOPE is one of five U.S. Housing and Urban Development- (HUD-) and U.S. Department of Labor-funded projects awarded in September 2003 to demonstrate the ability to move chronically homeless adults into permanent housing and help them return to work. LA's HOPE was successful in its primary goals, housing 69 percent of ever-enrolled clients and engaging 84 percent in employment-related activities—54 percent in competitive employment. The report discusses system change goals and their success, as well as lessons learned.
