A careful reading of recent advocacy statements reveals an emerging consensus about three interrelated principles for managed mental health care: first, cost containment, priority setting, and even rationing can be ethically acceptable if, second, the fact of limits and the reasons for limit-setting policies are openly shared, and, third, consumers and families play a meaningful role in shaping those policies.
