What becomes evident is that, for many young women, these factors are a clear formula for long-term welfare dependence and homelessness. Furthermore, there is considerable risk that these women may never acquire the foundation necessary to achieve self-determination and self-sufficiency – placing yet another generation, their children, at risk of teenage parenthood, public assistance and homelessness.
