The Instabilities of Housing Stability Plus
This 2-page brochure describes Housing Stability Plus (HSP), a rental subsidy program instituted by New York's Department of Homeless Services (DHS) in December 2004, HSP is supposed to help homeless families achieve success in finding and staying in permanent housing. However, the authors feel that "HSP is a shelter allowance supplement for homeless families receiving public assistance (PA). The supplement has a five-year time limit and is reduced by 20% each year," and that early indications are that it provides less than Section 8. Through use of typical scenario, the authors conclude that "HSP is limited by PA restrictions that end up penalizing individuals who work."
