The purpose of this paper is to describe: the current status of wage reporting, the processing of work activity information; the extent of earnings-related overpayments among disability beneficiaries; and the potential causes for earnings-related overpayments. While there are many reasons why overpayments might occur, the focus here is on how earnings, and the manner in which SSA processes earnings information, affects the risk of overpayments among SSI and SSDI beneficiaries who work. The paper provides a discussion of the implications of overpayments for the Ticket to Work program and beneficiary work effort , and proposes actions SSA might consider undertaking to reduce the incidence of earnings-related overpayments.
