In 2000, the National Alliance to End Homelessness released "A Plan, Not a Dream: How to End Homelessness in Ten Years." Drawing on research and innovative programs from around the country, the plan outlined key strategies in addressing the issue locally, which cumulatively can address the issue nationally. Since the release of this blueprint, over 300 communities have undertaken efforts to end homelessness and over 180 communities have completed plans to end homelessness. (NAEH)

There was discussion of Housing First and harm reduction models and many communities began to try to implement the plan. I think that the real key to the entire plan was an increase in communication and cooperation between services to help people find their way through different services because in the old system many people would get linked with one form of service, then fall through the cracks in the continuum of care. The plan has increased communication and cooperation between services, but of course, it has not ended homelessness. I can say that many more people are finding the services and assistance they need than ever before and the ten year plan has been successful in reducing many peoples length of time experiencing homelessness.

I am a regular volunteer at our local stand-down,also at the last 3 project Homeless connect. I am very active in my community clean up's.Mostly cleaning up abandon homeless camps That were either made vacant by the local law enforcement,or by cal-trans workers, shaken the bushes to see what come's out.The homeless connect,and stand-down are great.But they need to be more than once a year.There is just no way to make a proper assessment of the homeless person, and their need's in one 4 hour visit with hundreds of other homeless people while they are under the same roof.You should have seen the look on the homeless peoples faces when i took them to the housing authority and they were told "that there was a seven year wait", to even be seen.After that all they wanted to do was get some food and then leave.I have personally helped three 15+year homeless Veterans and Two non-vets, and walked them threw the system or programs and managed to get them off of the street's.They have stayed off, of the street's ever since.It takes more than one 1/2 day, and the vets get 2 1/2 But thankfully the vets get some were to follow up at. And it is alot easier, for them to take care of their business;thanks to the local "warrant clean up" that takes place there. The regular homeless do not get that opportunity.They still have to hide, and can not get any help because, in one case they had a three year unsupervised probation,for an illegal lodging ticket.That just dose not seem fair.No American should be homeless,and no new arrival to this country should be put in the front of the housing line.Welcome but get to the end of the line, and wait their turn like an American homeless person dose.More action and less conventions of people that most likely have never been homeless.You should really know what homeless is before you try to fix it to your standards.Being homeless is very much a state of mind,not just not having a place to live.By the way i was homeless almost 30 years,before i learned how to help.

where has the 10 year to end homeless plan worked?
what magical little world are you people living in?
The bureaucrats held a big convention here in San Diego, CA.
for a 10 year end homeless plan and the homeless here have tripled at-least.how much money was spent on these make believe
10 year plans and who, profited from it because there has been an explosion of homeless people across America.
not even counting the undocumented people. i also do the homeless count here in San Diego, CA. and i see more each year.
so who ever is selling this story is well you know what i want to say.
